Dean Rossiter

Managing Partner
Dean has 25 years of health care consulting experience and directs
Wellington’s APC services. He developed Wellington’s Ambulatory
Claims Editing System and works with hospitals to improve coding,
billing, operations and compliance for APCs. He has designed or updated
the majority of APG and APC payment systems implemented nationally.
Prior to founding The Wellington Group, he held consulting and management
positions with ORION Consulting, The Lewin Group, Value Health Sciences,
Shared Medical Systems and Booz Allen & Hamilton. He received
a Master’s degree in Operations Research from Case Western Reserve
University and a Bachelor’s degree in Business Administration
from the University of Cincinnati. |

Douglas J. Whinnie |
Managing Partner
FLMI
Doug has over 20 years of health care information systems and consulting
experience and directs Wellington’s analytic services and
software development. He has designed APC and APG payment systems
for six state and private payers and developed APC assessment software
for hospitals. Before founding Wellington, he held consulting positions
with ORION Consulting and Laventhol & Horwath and was Manager
of Information Systems for an HMO and PPO. He holds a Bachelor's
degree in economics from St. Martin's University.

Frank Freeze |
Partner
LPN, CCS, CPC-H, EMT-A
Frank has 18 years of health care experience as a nurse and consultant.
He is an expert on the operational impacts of APCs and directs Wellington’s
clinical and operational services. He has conducted APC assessments,
DRG validation reviews, charge protocol studies, compliance reviews
and CDM analyses for hospitals nationwide. He has held consulting
positions with ORION Consulting, Quadramed and Trim Healthcare. He
completed his training as a Licensed Practical Nurse and Emergency
Medical Technician at Central Texas College.
